MISSION FOR THE ROLE

The Design and Training Manager will lead the KALIS Design and Training Team in developing and continuously improving the KALIS Project curriculum. This role is pivotal in building on the existing capacity of teachers to implement effective literacy and numeracy interventions while investing in enhancing their skills to ensure a sustainable, long-term impact on students.


This individual will work closely with other managers and the Head of Project to ensure that the KALIS project is effectively implemented, achieves its objectives, and continuously evolves to meet the needs of both educators and students. Collaboration across teams will be essential to align strategies, optimise resources, and drive innovation in curriculum design and training delivery. 


About Project KALIS

The learning loss of the COVID-19 Pandemic has had a significant impact for student learning especially in the area of foundational literacy and numeracy. The Programme for International Student Assessment (PISA) 2022 results reported that 40% of Malaysian 15-year olds do not meet international standards in reading, mathematics and sciences. In the same report, Malaysia also ranked top 5 in experiencing the biggest decline in PISA Scores globally. Furthermore, SPM attendance rates have also dropped at an alarming rate with over 10,000 students being registered but not showing up for their exams. 


The Malaysian government has tasked a project team within the Ministry of Finance in collaboration with the Ministry of Education and Yayasan Hasanah to lead a nationwide initiative aimed at tackling learning recovery issued particularly in the area of foundational literacy and numeracy at a primary school level as well as improving SPM passing rates through working with various public universities, civil society organisations (CSO), and private educationally invested organisations. 


Teach for Malaysia is one the many Civil society organisations identified to be involved and deliver a solution towards addressing the issue of learning recovery and foundational literacy and numeracy across the country. Project KALIS is an 18 month programme aimed at developing and utilising high quality toolkits, enhancing the capacity of teachers as well as engaging the broader community in supporting the mastery of foundational literacy and numeracy skills among primary school students.


KEY MEASURES OF SUCCESS

  • Training Content Satisfaction - This refers to the percentage of Fellows that feel that the content is relevant to their needs and satisfied with the content. 
  • Participants Content Mastery and Confidence in Application - This refers to percentage of teachers that mastered the objectives stated in every session and their confidence in applying the knowledge or skills in the classroom
  • Facilitation Skills - This refers to Training Specialist facilitation skills that support in content satisfaction
  • Participants Development Target - This will be shared goal with Leadership Development Officer to ensure Fellows are having sufficient support or opportunity to achieve the leadership development target set


KEY DUTIES AND RESPONSIBILITIES

Design and Training

  • Lead the crafting and improve the design for TFM KALIS Cicir curriculum
  • Set and implement a culture that is aligned to the TFM’s Theory of Leadership 
  • Work with other managers in Fellowship Training & Support team in ensure internal alignment on key decisions and programmatic approach 
  • Develop KALIS Cicir curriculum that aligns with the adult learning framework 
  • Lead in-house training of the content with other Training Specialists, Leadership Development Officers and Alumni facilitators


Facilitate delivery of the TFM Fellowship Curriculum 

  • Manage and coach Training Specialist & Alumni facilitators in delivering training sessions throughout the KALIS Cicir programme
  • Deliver in-person or virtual training sessions and throughout the programme according to KALIS Cicir Curriculum
  • Collaborate with Leadership Development Officers and external stakeholders to provide participants development support


Team Leadership and Management

  • Coach and mentor the Design and Training / MEL Senior Associate, fostering a collaborative and innovative working environment.
  • Provide clear direction, support, and resources to team members to achieve project goals.
  • Monitor team performance, ensuring alignment with project objectives and timelines.


Program Evaluation and Continuous Improvement

  • Regularly assess the effectiveness of training programs and interventions.
  • Implement feedback mechanisms to gather insights from participants and stakeholders.
  • Lead initiatives to continuously refine and innovate the curriculum based on evaluation results and emerging best practices.

Additional Responsibilities

  • Any other responsibilities assigned as required to support the needs of the team and organisation where appropriate


REQUIRED COMPETENCIES

  • Language Proficiency: Strong written and verbal communication skills in Bahasa Malaysia, with good proficiency in English.
  • Technological Adaptability: Proficiency in digital tools and platforms relevant to curriculum design, training delivery, and project management (e.g., Google Suites, Zoom).
