Job Responsibilities:
Procurement Planning & Strategic Sourcing
- Develop and implement annual procurement plans aligned with project timelines, operational requirements, and approved budgets.
- Identify opportunities for cost optimisation through strategic sourcing, bulk purchasing, value engineering, supplier consolidation, and alternative sourcing initiatives.
- Monitor market trends, material price fluctuations, and industry developments to support procurement strategies and budgeting.
Supplier & Vendor Management
- Source, evaluate, pre-qualify, and conduct due diligence on new suppliers, manufacturers, and contractors.
- Build and maintain strategic relationships with suppliers to ensure competitive pricing, quality, reliability, and continuous supply.
- Maintain and regularly update the Approved Supplier List (ASL) in accordance with company policies.
Procurement Operations & Governance
- Lead the procurement process from sourcing, quotation evaluation, negotiation, purchase order issuance, to delivery coordination.
- Ensure procurement activities comply with company procurement policies, Standard Operating Procedures (SOPs), delegated authority limits, and governance requirements.
- Identify, assess, and mitigate procurement-related risks, including supply disruptions, price volatility, contractual risks, and supplier performance issues.
- Promote ethical procurement practices and ensure proper management of conflict-of-interest declarations throughout the procurement process.
Project & Stakeholder Management
- Collaborate closely with Project, Construction, Technical, QS, and other internal stakeholders to understand procurement requirements and project priorities.
- Ensure procurement schedules support construction milestones and minimise project delays.
- Resolve procurement, supply, and delivery issues promptly while maintaining effective communication with relevant stakeholders.
Process Improvement & Sustainability
- Drive continuous improvement initiatives to enhance procurement systems, processes, documentation, and operational efficiency.
- Promote sustainable, responsible, and environmentally conscious sourcing practices in line with the company's sustainability objectives.
- Identify opportunities to leverage technology and digital procurement tools to improve productivity and reporting.
People Management
- Lead, mentor, and develop the Material Sourcing & Purchasing team to achieve departmental objectives.
- Establish individual and departmental KPIs, monitor performance, and conduct regular performance reviews.
- Identify competency gaps and recommend appropriate training and development initiatives to strengthen team capabilities.
- Foster a culture of accountability, collaboration, continuous improvement, and high-performance within the department.
Job Requirements:
- Bachelor's Degree in Procurement, Supply Chain Management, Quantity Surveying, Engineering, Business Administration, or related discipline.
- Minimum 8–10 years of relevant procurement experience, preferably in property development, construction, or related industries.
- At least 5 years in a managerial or supervisory role overseeing procurement, tendering, and contract negotiations
- Strong knowledge of construction materials, contracts, and procurement processes
- Good understanding of procurement governance, policies, and compliance
- Strong negotiation, analytical, and stakeholder management skills
