Role Purpose:
- Lead and manage the execution and operationalization of procurement activities for respective sections which include operational sourcing, contract management, planning and governance as well as acting as the key liaison for procurement related matters to ensure minimum disruption to business operations & optimum customer experiences.
- Working within the process framework, this role will contribute and enhanced the Procurement Framework based on the company’s nature of business and ensure maximum value is achieved. Procurement and supply chain management principles should always be applied within that framework and in the context of relevant laws and regulation.
- Lead and execute company process improvement initiatives to drive best practices which acts to strengthen our procurement’s operating model.
- Provide advice and propose interventions for any issues relating to procurement matters.
Ensure efficient execution of sourcing operational activities:
- For all above and below threshold tenders under respective sections.
- Procurement planning, monitoring & reporting.
- Sourcing execution and value delivery
- Contract management execution and value delivery
- Procurement governance, compliance & risk management
- Undertake risk assessments exercise on the procurement processes as per plan.
In This Role You Will:
- Across activity sets, it is paramount that the Sourcing Lead liaises with the stakeholders to ensure the Scope of Work is detailed enough and sourcing is executed in accordance with all governance and business requirements.
- Receive, execute, and continuously manage multiple Sourcing and Contracting project requests.
- Perform Suppliers’ screening/prequalification and monitor/manage the process status as per the related guidelines.
- Manage the relevant supplier interactions and relationship throughout a sourcing project Coordinate with Business Unit and Bidders to ensure Technical and Commercial Bid Evaluation performed in accordance with Setel Procurement Framework.
- Develop and obtain approvals for Award Recommendation documentation as per Governance LOA.
- Determine the appropriate contract template and develop the contract content based on the information contained in the sourcing template, event and/or detailed scope of work specifications.
- Negotiate relevant contract terms with suppliers, within the defined parameters of legal.
- Escalate any contract term exceptions per the deviation process and manage the approval process.
- Manage the contract execution/signature process per the applicable LOA.
- Operationalize the Contract upon award in the Company’s tools and systems.
You're A Great Fit If You Have:
- Experience in procurement activities from local and overseas vendors for digital solution companies.
- Experience in third party risk management in technology, i.e. understanding potential risks associated with third party contracts from a regulatory/compliance and cybersecurity perspective. Examples of this include having a working knowledge of BNM's RMIT policies in the context of third-party contracts, regulatory requirements for third party reporting, and/or have reviewed/been a part of discussion on cybersecurity clauses within third-party contracting.
- Experience in sanctions screening i.e. verification of customers and any beneficial owners, beneficiaries (new, existing and potential) and related parties against sanctions lists.
- Understanding of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA) specifically on customer due diligence.
