Programme Manager (NextSwitch Rollout)

CEO OFFICE
Malaysia

Mid Senior level

Why PayNet / Why Now

  • NextSwitch is PayNet’s next-generation switching platform designed to enhance resilience, scalability, and interoperability across domestic and cross-border payment flows.
  • PayNet is accelerating the migration of DuitNow (RPP) to NextSwitch as part of an enterprise-wide modernisation programme.
  • This programme is critical to strengthening resilience, reducing single points of dependency across the ecosystem, and future-proofing PayNet’s core payment rails, while continuing to operate in a multi-partner environment.
  • The build phase is progressing, but the real complexity lies in participant migration, cutover orchestration, and ecosystem sequencing at scale.
  • We need to move from platform readiness to controlled, large-scale migration with sustained confidence from participants and partners.

TL; DR

  • Own end-to-end execution of NextSwitch rollout from build through migration and cutover.
  • Drive participant onboarding, cohort migration, and cutover sequencing at scale.
  • Coordinate across internal teams, participants, and external stakeholders.
  • Reports to the Head of Enterprise Enablement & Execution.

Why This Role Matters

  • NextSwitch delivery is not just a build programme but a high-sensitivity, participant-dependent migration involving parallel run, cohort cutovers, external readiness, and tightly sequenced execution stages.
  • Without strong programme ownership, delays, sequencing gaps, or readiness misalignment can impact live payments, participant confidence, and ecosystem stability.
  • This role ensures delivery discipline at an enterprise level, with clear mandate to escalate, challenge, and drive decisions across teams and partners, and is not about project tracking.

What You Will Actually Do

  • Own end-to-end execution and delivery outcomes from build readiness through migration and full cutover.
  • Drive rollout of participant onboarding, certification, cohort migration, and cutover execution.
  • Act as single point of accountability across Product, Technology, Operations, Risk, and participant banks.
  • Run a tight execution cadence covering milestones, risks, readiness gates, and escalation.
  • Ensure clean cutover execution with rollback readiness, sequencing discipline, and sustained participant confidence.

Examples of This Role in Practice

  • Drive execution of shadow mode, co-live, and full cutover phases across 2027 timelines.
  • Coordinate migration of 60+ participants (financial instituitions) through cohort-based rollout and readiness gates.
  • Resolve blockers across participant readiness, certification, and integration dependencies.
  • Manage parallel run operations across existing and next-generation platforms with clear transition control.
  • Embed migration learnings from the organisation (e.g. MyDebit) into cutover planning, rehearsal, and rollback discipline.

What Will Help You Succeed

  • Strong enterprise execution leadership with ability to drive large-scale delivery under uncertainty.
  • Able to drive outcomes across multiple senior stakeholders through influence, clarity, and execution discipline, without relying on direct reporting lines.
  • Experience managing systems migration, platform rollout, or large-scale cutover programmes.
  • Comfortable handling participant dependency complexity and external stakeholder coordination.
  • Structured and disciplined with strong execution judgement, sequencing, and escalation instinct.
