Summary of Responsibilities
As a Technical Delivery Manager (TDM), you will oversee the technical aspects of project delivery within an Agile framework. You will be the bridge between development teams, product owners, and stakeholders, ensuring alignment with strategic goals and driving project milestones.
This role requires strong technical expertise in AWS Cloud, Agile methodologies, and the full software development life cycle (SDLC). You will also be responsible for resource management, vendor management, and portfolio/project oversight to ensure timely, high-quality, and scalable deliveries.
The product implementation is geared towards a modernized application and architecture running on AWS Cloud, with a strong push to drive in-house development adoption and reduce dependency on vendor outsourcing.
Key Areas of Responsibilities
- Technical Project Alignment: Ensure technical projects align with company strategy, business requirements, and AWS-based architecture.
- Agile Project Delivery: Lead delivery using Scrum, Kanban, and JIRA. Oversee milestones, timelines, and deliverables.
- Software Development Life Cycle (SDLC): Ensure end-to-end SDLC practices are followed (Development, Build, Test, Deploy). Apply object-oriented programming principles when reviewing or guiding technical solutions.
- Resource & Vendor Management:
- Allocate and deploy developers effectively across suitable projects.
- Provide coaching and mentorship to team members.
- Manage and negotiate vendor relationships, ensuring quality and cost efficiency.
- Project & Portfolio Management:
- Manage multiple projects, oversee stakeholder expectations, define timelines and milestones.
- Ensure successful launch and scalable growth of products.
- Provide regular updates to stakeholders, translating technical updates into business terms.
- Domain Knowledge Application:
- Apply strong knowledge of Malaysian Banking/Financial domain (DuitNow, MyDebit, etc.).
- Stay updated on Malaysian Fintech developments and Bank Negara Malaysia (BNM) regulations/news to guide product alignment.
- Risk, Quality & Continuous Improvement:
- Oversee QA processes, enforce high-quality benchmarks, and identify risks early.
- Lead sprint retrospectives and implement continuous improvements in delivery.

Qualifications
Minimum Qualifications
- Bachelor’s degree in computer science, IT, Engineering, or related field.
- 5+ years of relevant experience, including 3–5 years in a managerial/lead role.
- Experience in IT Banking/Financial Services preferred.
Technical Qualifications
- Mandatory:
- Hands-on experience with AWS Cloud.
- Agile (Scrum & Kanban) with JIRA proficiency.
- Strong grasp of SDLC (Development, Build, Test, Deploy) and object-oriented programming.
- Experience in resource management (coaching, vendor management, developer deployment).
- Proven project and portfolio management skills (stakeholder management, timeline tracking, milestone delivery, launch & scale strategies).
- Domain Knowledge:
- Malaysian banking/financial domain expertise, including DuitNow, MyDebit.
- Knowledge of Fintech trends, particularly Malaysian Fintech updates and BNM regulations/news.
- Certifications:
- PMI (Project Management Institute) certification.
- PSM (Professional Scrum Master) certification.
