As part of an ongoing fractional HR partnership, One People Team (OPT) is working alongside a growing organisation in Malaysia that is scaling its regulatory, payments, and platform engineering capabilities.
The organisation builds and operates critical financial infrastructure supporting banks, regulators, and the broader financial ecosystem. As regulatory requirements and payment systems continue to evolve, there is a need to modernise platforms, strengthen engineering capabilities, and improve system scalability and resilience.
This role offers the opportunity to lead engineering for regulatory platforms, shaping the architecture, reliability, and long-term technical direction of systems that support national financial infrastructure.
About The Role
You will lead engineering for Regulatory Reporting systems used by banks, regulators, and financial institutions.
This role oversees multiple engineering teams responsible for building and operating critical financial infrastructure supporting regulatory reporting workflows, national payment systems, and integrations across the banking ecosystem.
Beyond operational leadership, you will drive engineering excellence and technology modernisation across regulatory platforms, ensuring systems evolve to meet changing regulatory requirements, technology standards, and scalability needs.
You will also play a key role in shaping system architecture, improving reliability, and strengthening engineering practices while mentoring engineering leaders and developing high-performing teams.

Key Responsibilities
Engineering Leadership
- Lead and mentor multiple engineering teams responsible for regulatory platforms.
- Develop strong engineering leadership within teams and ensure alignment with engineering standards.
- Foster a culture of technical excellence, ownership, and continuous improvement.
Platform Architecture & System Design
- Guide architectural decisions for systems handling financial data, regulatory workflows, and payment infrastructure integrations.
- Ensure backend systems are designed for scalability, resilience, and high transaction reliability.
- Define technical standards and best practices for distributed systems and platform architecture.
Engineering Excellence & Platform Modernisation
- Drive engineering excellence across regulatory platforms by improving development standards, architecture quality, and system reliability.
- Lead modernisation efforts for legacy systems and introduce new technologies where appropriate.
- Identify opportunities to simplify architecture, improve maintainability, and enhance developer productivity.
Regulatory & Financial Infrastructure Systems
- Oversee engineering development for platforms supporting regulatory reporting, national payment systems, and financial data processing.
- Ensure systems meet high standards of accuracy, security, and compliance required for financial infrastructure.
Cross-Functional Collaboration
- Work closely with product leaders and business teams to translate regulatory and infrastructure requirements into technical solutions.
- Collaborate with infrastructure, security, and operations teams to maintain reliability and operational excellence.
Platform Reliability & Performance
- Ensure systems meet high standards for uptime, performance, and data integrity.
- Implement strong monitoring, observability, and incident response practices across platforms.
Key Requirements
Strong Backend Engineering Background
- 8+ years of experience in backend engineering and distributed systems development.
- Strong understanding of system architecture, APIs, and large-scale backend platforms.
Engineering Leadership Experience
- Experience leading engineering teams or engineering managers in complex technical environments.
- Ability to mentor senior engineers and build high-performing teams.
Financial Systems or Infrastructure Experience
- Experience working on financial systems, regulatory platforms, payment infrastructure, or enterprise-scale systems.
- Familiarity with regulatory environments or financial data systems is an advantage.
System Modernisation Experience
- Experience improving or modernising existing systems, including introducing new architectures, technologies, or engineering practices.
- Ability to balance innovation with stability in mission-critical systems.
Collaboration & Communication
- Ability to work effectively with product, engineering, and business stakeholders.
- Strong communication skills to align technical direction with business priorities.
