Job description:
1. Role Overview
The successful candidate will play a critical role in ensuring all projects comply with Malaysian regulatory requirements and are successfully approved by relevant authorities and utility provider.
The Licensing & Compliance Executive is responsible for managing all licensing applications, authority submissions, regulatory coordination, and compliance documentation for solar PV projects undertaken by the company.
This role will serve as the primary internal coordinator for all matters relating to:
· Solar PV licensing
· Regulatory approvals
· Utility submissions
· Compliance tracking
· Project documentation
· Authority coordination
The role requires strong administrative capability, attention to detail, and familiarity with Malaysia’s solar regulatory framework, particularly schemes such as:
· Accelerated Transition Action Programme (ATAP)
· Self-Consumption (SELCO)
· Corporate renewable energy arrangements
· Other applicable solar and energy-related schemes introduced by the Malaysian government
The ideal candidate is able to work independently, is meticulous, highly organized, detail-oriented and has a good sense of project management.
2. Key Responsibilities
Licensing & Regulatory Applications
· Prepare, submit, and manage all applications and licensing matters related to solar PV projects.
· Coordinate and manage submissions with relevant authorities and stakeholders, including:
o Suruhanjaya Tenaga (ST)
o Sustainable Energy Development Authority (SEDA)
o Tenaga Nasional Berhad (TNB)
o Local authorities and related agencies
· Handle applications and compliance matters for:
o SELCO
o ATAP schemes
o ST Generating License approvals
o Electrical installation approvals
o Utility-related applications
o Renewable energy incentives and registrations
· Monitor approval progress and ensure all submissions are completed accurately and within required timelines.
· Liaise directly with regulatory authorities to resolve submission issues, technical clarifications, and compliance matters.
Compliance Management
· Ensure all projects comply with applicable Malaysian laws, utility requirements, and renewable energy regulations.
· Maintain compliance trackers, approval schedules, permit registers, and project licensing databases.
· Monitor regulatory updates, policy changes, and new government requirements affecting solar PV projects.
· Support internal compliance audits and document verification processes.
Documentation & Administration
· Prepare and compile submission packages, technical documentation, supporting forms, and compliance records.
· Coordinate with internal departments, consultants, Professional Engineers, competent persons, and clients to obtain required information and approvals.
· Maintain proper filing and document control systems for:
o Licenses
o Permits
o Correspondence
o Approval letters
o Technical documents
o Compliance certificates
· Assist in project handover and commissioning documentation where required.
Stakeholder Coordination
· Act as the primary point of contact for licensing and compliance matters throughout the project lifecycle.
· Coordinate with project managers, engineering teams, clients, consultants, and utility providers to ensure smooth regulatory processes.
· Attend authority meetings, inspections, and coordination sessions where necessary.
Process Improvement
· Develop and improve internal SOPs, submission workflows, checklists, and compliance procedures.
· Assist in standardizing licensing and regulatory processes across the organization.
· Support management in identifying risks related to project approvals and regulatory compliance.
3. Key Requirements
Education & Experience
· Bachelor’s degree in Business, Engineering, Renewable Energy or related disciplines.
· Minimum 2 years of experience in solar PV licensing and regulatory submissions.
· Experience handling applications with Suruhanjaya Tenaga, Sustainable Energy Development Authority, and Tenaga Nasional Berhad is highly preferred.
Skills & Competencies
· Strong understanding of Malaysian solar PV regulatory and licensing processes.
· Familiarity with NEM, SELCO, ATAP, and related renewable energy schemes.
· Strong documentation, coordination, and administrative skills.
· High attention to detail and ability to manage multiple submissions simultaneously.
· Good written and verbal communication skills.
· Proficient in Microsoft Office applications.
· Ability to work independently in a fast-paced environment.
