CENTRE OF QUALITY ASSURANCE


Job Overview:

The Director ensures that academic and administrative activities comply with national regulatory requirements, accreditation standards, and international best practices while fostering a culture of excellence, accountability, and continuous improvement across the institution.

Job Responsibilities:

1. Strategic Leadership

  • Develop and implement the University's quality assurance strategy aligned with the institutional strategic plan.
  • Lead the formulation, review, and implementation of quality assurance policies, frameworks, and procedures.
  • Promote a culture of continuous quality improvement throughout the University.
  • Advise senior management on quality-related matters and institutional performance.

2. Academic Quality Assurance

  • Oversee quality assurance processes for academic programmes, including programme approval, review, monitoring, and enhancement.
  • Coordinate internal and external academic audits.
  • Monitor compliance with national higher education regulations and accreditation requirements.
  • Ensure programme learning outcomes and graduate attributes meet institutional and professional standards.

3. Accreditation and Regulatory Compliance

  • Coordinate institutional and programme accreditation exercises.
  • Liaise with government agencies, accreditation bodies, professional councils, and external auditors.
  • Ensure timely submission of reports and documentation required by regulatory authorities.
  • Monitor compliance with relevant quality standards and legislation.

4. Quality Management Systems

  • Develop and maintain the University's Quality Management System (QMS).
  • Establish quality performance indicators and monitoring mechanisms.
  • Coordinate institutional self-assessment and benchmarking initiatives.
  • Recommend improvements based on audit findings and performance evaluations.

5. Institutional Assessment and Enhancement

  • Lead institutional effectiveness reviews.
  • Analyse quality performance data and prepare reports for university management.
  • Coordinate student feedback, graduate employability studies, stakeholder surveys, and quality improvement initiatives.
  • Monitor implementation of corrective and preventive actions.

6. Policy Development

  • Develop, review, and update quality assurance policies and procedures.
  • Ensure policies align with national and international quality assurance frameworks.
  • Promote standardization of academic and administrative processes.

7. Capacity Building

  • Organize quality assurance training, workshops, and seminars for academic and administrative staff.
  • Provide guidance on curriculum quality, assessment practices, and continuous improvement.
  • Promote awareness of quality standards across the University.

8. Risk Management

  • Identify institutional quality risks and recommend mitigation strategies.
  • Monitor compliance risks relating to academic standards and governance.
  • Support institutional risk management processes related to quality assurance.

9. Leadership and Administration

  • Manage the Centre for Quality Assurance, including staff supervision, budgeting, and resource planning.
  • Prepare annual operational plans and reports.
  • Foster collaboration with faculties, schools, centres, and administrative departments.
  • Represent the University in national and international quality assurance forums.

Job Requirements:

  • Candidate must possess at least a Bachelor's Degree in any discipline. Master’s degree qualification would be an advantage.
  • Well-equipped with knowledge and expertise in quality assurance, including training and learning of accreditation standards.
  • 10 years of relevant working experience in higher education industry or other quality.
  • Experience in a management role, leading a department with strategic planning skills. Possess excellent written and spoken communication skills in English and Malay language.
  • Ability to develop and maintain effective relationships with different stakeholders in order to foster trust and influence key decisions.
