JOB PURPOSE
To oversee and ensure the safe, efficient, and reliable execution of terminal operations in compliance with company policies, regulatory requirements, and HSSE standards in NPI Terminal. The incumbent is responsible for supporting operational integrity, optimizing asset performance, and driving continuous improvement initiatives to ensure uninterrupted product handling (receipt, storage, and distribution) inside terminal.
KEY ACCOUNTABILITIES
LEGISLATIVE & HSSE COMPLIANCE
- To ensure that all Operations is conducted safely and in compliance to DOSH and Labor Law
- To involves and active responder to HIRARC, CIMAH, CHRA, DOE, KDRM, JBPM, and LTO (license-to-operate agencies) for compliances, audit and assurance inspection.
- To identify potential risk, conduct risk assessment, health assessment and recommend steps to improve safe operations vide MOC, risk analysis, safety management system. To update existing HIRARC
- To inspect vehicles, terminal walk around, loading gantry, checklist, audits and other tools
- To encourage team for near miss reporting, close loop with actions and recommendations and to improve to achieve “zero incident” environment.
- Ensuring safe operate safely and to counsel or reprimand or take appropriate actions for cases of non-compliances.
- To assess, coordinate and manage on-going projects/works at site; operational activities and liaise with maintenance/engineering and relevant parties i.e., Distribution/Supply/CI/Retail.
OPERATIONS & MANPOWER
- To manage overall shipping and gantry operations - operation processes, condition and limits; to ensure operations safety, efficiency and productivity.
- To manage POME/additives and waste storage facility and to ensure ‘healthy’ POME stocks, accurate blending of POME/additives for biodiesel.
- To manage shift/staff for gantry operations and shipping activities are done efficiently & effectively.
- Responsible for ensuring sufficient manpower and provide clear instructions to the operations team for Ship to Shore Operations as Loading Master.
- Coach and motivated team member/staff.
- To manage third party surveyors, consultant, vendors, suppliers, contractor and their workers.
STOCK RECONCILIATAION
- To ensure that all stocks received from shipment, storage at tanks, issues from gantry are all reconciled and verified on daily, weekly and monthly basis.
- To conduct monthly stock checks for financial submission and to conduct ad-hoc checks on a regular basis to ensure non irregularities.
QUALIFICATIONS / KNOWLEDGE AND EXPERIENCE
- Diploma, Certificate or an equivalent qualification
- Minimum five (5) years working experience in operations
- An exposure or experience in oil & gas background will be an added advantage.
- People skills: must be able to guide, support and delegate his/her subordinates.
- Creative and critical thinking esp. on investigating possible immediate causes to potential losses/product, HSSE exposure and work processes.
- An exposure or experience in marine or operations (ISGOTT/IMO) will be an added advantage.
- Familiar with relevant standards MS, ISGOTT, IMO
- Problem Solving - Analyze and solve problems (process and sales related) by using a wide range of problem-solving tools, techniques, negotiation skills and experience.
- Teamwork – Works effectively as a team player, is flexible and adaptable to changing priorities and work schedules.
- Initiatives – Willingness to acquire new skills and learn to enhance performance. Highly motivated person in getting task completed on time.
