ROLE PURPOSE
Beyond Insights is looking for an HR Manager to build and run the people function for our 36-
person team. This is not a compliance-only role. At least 50% of the position is dedicated to
Organization Development: building the frameworks, systems, and culture that let Beyond Insights scale with clarity and fairness.
The remaining time covers core HR operations, from recruitment to
payroll coordination. The successful candidate will report directly to the CEO and will be trusted to own the people agenda end to end.
KEY RESPONSIBILITIES
Organization Development (at least 50% of role)
- Own and continuously refine the Beyond Insights Career Development Framework (E1–E3,
- M1–M4, T1–T3), including promotion criteria and career pathing
- Lead the development and upkeep of Personal Job Descriptions (PJDs) and Personal
- Development Plans (PDPs) across all staff
- Drive the rollout and day-to-day embedding of Beyond Insights' six core values, including values-based rituals and recognition
- Own the performance appraisal system: rating bands, calibration sessions, and coaching managers to deliver fair, evidence-based appraisals
- Own and continuously improve the bonus and incentive framework, ensuring it stays clearly tied to performance bands and company results
- Lead organizational design work: role clarity, team structure reviews, and succession planning
- Build manager capability through coaching on Performance Improvement Plans, career conversations, and difficult feedback
- Drive culture and engagement initiatives, including regular pulse checks and Great Place to Work programs
HR Operations (up to 50% of role)
- Manage end-to-end recruitment and sourcing across all departments
- Oversee onboarding and offboarding
- Coordinate payroll administration with Finance and ensure statutory compliance (EPF, SOCSO, EIS, Employment Act 1955)
- Maintain HR policies, the employee handbook, and HR documentation
- Handle employee relations, grievances, and disciplinary processes
- Maintain accurate HR records, including the PJD tracker and staff database
- Manage day-to-day HR administration: contracts, confirmation letters, leave, and attendance
WHAT WE'RE LOOKING FOR
- Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field
- Minimum 3 years of progressive HR experience; candidates with 5+ years including at least 2 years focused on organization development, talent management, or performance systems
- Working knowledge of Malaysian employment law and statutory requirements
- Track record designing or running structured performance management or career

- Comfortable operating as a hands-on builder in a lean HR function without a large support team
- Strong facilitation, coaching, and stakeholder management skills; able to work directly with the CEO and department heads
- Prior HR experience in an SME of 20 to 100 employees is preferred
