Job Profile: HSE Officer

Department: Health, Safety & Environment

Reports To: HSE Manager

Job Summary

To ensure a safe and healthy working environment by implementing, monitoring, and enforcing occupational safety and health policies, procedures, and regulatory compliance within the workplace.

Key Responsibilities

Safety & Health Management

  • Develop, implement, and maintain workplace safety policies and procedures in compliance with OSHA, DOSH (Malaysia), and company standards.
  • Conduct regular safety audits, inspections, and risk assessments to identify hazards and ensure corrective actions are implemented.
  • Promote a strong safety culture through awareness campaigns, training, and communication.

Incident & Accident Management

  • Investigate workplace incidents, accidents, and near-misses.
  • Prepare detailed reports, identify root causes, and recommend preventive measures.
  • Maintain accident records and ensure timely reporting to relevant authorities.

Training & Awareness

  • Conduct safety inductions and ongoing training for employees on safety procedures and regulations.
  • Organize workshops, drills (fire, emergency evacuation), and campaigns to raise safety awareness.

Compliance & Documentation

  • Ensure compliance with local safety laws, regulations, and ISO/OHSAS standards (e.g., ISO 45001).
  • Maintain up-to-date records of safety inspections, audits, training, and certifications.
  • Coordinate with external auditors and authorities during inspections or audits.

Risk Assessment & Control

  • Identify potential safety hazards in production, warehouse, and office environments.
  • Recommend and implement risk mitigation strategies.
  • Monitor the effectiveness of safety controls and equipment.

Emergency Preparedness

  • Develop and implement emergency response plans.
  • Ensure first aid kits, PPE, fire extinguishers, and other safety equipment are available and functional.
  • Coordinate emergency drills and maintain readiness for potential incidents.

Qualifications & Skills

  • Diploma or Bachelor’s degree in Occupational Safety & Health, Environmental Health, Engineering, or related field.
  • 2–5 years of experience as a Safety & Health Officer, preferably in manufacturing or industrial environment.
  • Knowledge of local safety regulations (DOSH Malaysia), ISO 45001, and best practices in HSE management.
  • Strong analytical, communication, and problem-solving skills.
  • Certification in safety (e.g., NEBOSH, NIOSH, OSH) is a plus.
  • Ability to conduct training and promote safety culture across teams.

  • Reduction in workplace accidents and near-misses
  • Compliance with safety regulations and audit results
  • Number of safety trainings conducted and employee participation
  • Timely investigation and closure of incident reports
  • Implementation of corrective actions and risk mitigation measures

Working Conditions:

  • Office-based with frequent inspections of production areas, warehouse, and facilities.
  • May require wearing PPE and visiting operational sites with potential exposure to machinery, chemicals, or other hazards.
  • May involve occasional overtime during audits, safety drills, or incident investigations.
