3cat is on a mission to make secondhand tech the first choice.

We're one of Malaysia's fastest-growing circular-tech companies, building an omnichannel platform for pre-owned smartphones and electronics. Today we operate 22 stores, with plans to grow beyond 50 stores across the region, including our expansion into the Philippines.

We're backed by leading international and strategic investors including AEON (Japan), Iterative VC, Golden Gate Ventures, Foxmont Capital, TheVentures and XOX Mobile.

As we enter our next stage of growth, we're looking for a Head of People to help us build the organisation that can take us there.

The Role

This isn't a role where you'll inherit a finished HR organisation and simply keep it running.

You'll help build it.

Working directly with our CEO, founders and leadership team, you'll lead our People function across Malaysia and the Philippines, combining people strategy with hands-on execution.

You'll take ownership of:

• Talent & workforce planning: Building the teams we need as we rapidly expand.
• Performance & leadership: Creating a high-performance culture and helping our managers become better leaders.
• Organisation design: Evolving structures, roles and succession plans as the company scales.
• People systems: Building practical, scalable HR processes, technology and analytics without unnecessary bureaucracy.
• Culture & engagement: Strengthening what makes 3cat a great place for ambitious people to build their careers.
• HR operations & governance: Ensuring strong foundations across Malaysia and the Philippines.
• The People team: Developing the team and capability required for our next stage of growth.

Who We're Looking For

We're looking for a builder, not just an administrator.

Around 10 to 12 years of HR experience is a useful benchmark, but it isn't a hard requirement. We're much more interested in what you've built, the problems you've solved, how quickly you've learned and the impact you've had than the number of years on your CV.

You'll likely have strong experience across talent, performance, employee relations and HR operations, ideally within retail, multi-site or another fast-growing operational business.

But above all, we're looking for someone who:

• Thrives in a fast-moving, high-growth environment.
• Can bring structure to ambiguity without creating bureaucracy.
• Moves with urgency and takes ownership.
• Is commercially minded and comfortable working directly with senior leadership.
• Is willing to roll up their sleeves when something needs to get done.
• Learns quickly and isn't afraid to tackle problems they haven't encountered before.
